দেউচা-পাচামিতে জমি অধিগ্রহণ করতে সিঙ্গুর প্রসঙ্গকেই হাতিয়ার করছে রাজ্য সরকার। “এখনও বলছি সিপিএম সরকারই ষড়যন্ত্র করে টাটাকে তাড়িয়েছে।” দেউচা-পাচামি খোলামুখ কয়লা খনির জন্য জমিদাতাদের চাকরির নিয়োগপত্র প্রদান অনুষ্ঠানে এসে ফের একই কথা বললেন রাজ্যের পূর্ত ও নগরোন্নয় মন্ত্রী ফিরহাদ হাকিম। সিঙ্গুরের মত এখানে জোর করে জমি নেওয়া হবে না, এমনও বার্তা দেন তিনি৷ বিশ্বের দ্বিতীয় বৃহত্তম খোলামুখ কয়লা খনি হতে চলেছে দেউচা-পাচামি। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে জমি অধিগ্রহণ শুরু হয়েছে। জমিদাতাদের আর্থিক প্যাকেজ ও চাকরি দেওয়ার পরিকল্পনাও নেওয়া হয়েছে রাজ্য সরকারের তরফে৷ এদিন সিউড়ির রবীন্দ্রসদন প্রেক্ষাগৃহে একটি অনুষ্ঠানের মধ্যদিয়ে কয়লা খনির জমিদারাদের চতুর্থ শ্রেণির (গ্রুপ- ডি) পদে চাকরির নিয়োগ পত্র তুলে দেওয়া হয়৷ এছাড়া, জমি দিয়েছে কিন্তু সেই পরিবারের কোন সদস্যের ১৮ বছর বয়স হয়নি, এমন যুবক-যুবতীদের মাসিক ১০ হাজার টাকা ভাতা দেওয়ার অঙ্গিকারপত্র তুলে দেওয়া হয় ৷
The state government is using the Singur issue as a tool to acquire land in Deucha-Pachami. “I am still saying that it was the CPI(M) government which hatched a conspiracy to drive out Tata. State Public Works and Urban Development Minister Firhad Hakim said the same while speaking at a function to hand over job appointment letters to the landlords for the Deucha-Pachami open-mouth coal mine. He also gave a message that unlike Singur, land will not be forcibly taken here. Land acquisition has started on the instructions of Chief Minister Mamata Banerjee. The state government has also planned to provide financial packages and jobs to the zamindars of the coal mines through a function at Rabindra Sadan auditorium in Siuri.
অনুষ্ঠানে উপস্থিত ছিলেন রাজ্যের পূর্ত ও নগরোন্নয়ন মন্ত্রী ফিরহাদ হাকিম, ক্ষুদ্র-মাঝারি ও কুটির শিল্প মন্ত্রী চন্দ্রনাথ সিংহ, বিধানসভার উপ-অধ্যক্ষ আশিষ বন্দ্যোপাধ্যায়, বীরভূম সাংসদ শতাব্দী রায়, বোলপুর সাংসদ অসিত মাল, জেলা শাসক বিধান রায়, জেলা পুলিশ সুপার নগেন্দ্রনাথ ত্রিপাঠী প্রমুখ। অনুষ্ঠানে বক্তব্য রাখতে গিয়ে মন্ত্রী ফিরহাদ হাকিম বলেন, “সিঙ্গুরে পিটিয়ে লাথি মেরে জমি নিয়েছে বামেরা। মমতা বন্দ্যোপাধ্যায় মানুষকে বুঝিয়ে, আর্থিক প্যাকেজ দিয়ে জমি নিচ্ছে দেউচা-পাচামিতে। লক্ষ কোটি টাকার উন্নয়ন হবে, প্রায় ৪০ হাজার মানুষ চাকরি পাবে এদত অঞ্চলে ৷” তিনি আরও বলেন, “সারা বাংলায় জুড়ে শুধু কুৎসা করছে আজ। এখনও বলছি এই সিপিএম, তখনকার বামফ্রন্ট সরকার ষড়যন্ত্র করে টাটকে তাড়িয়েছে। যেন মনে হচ্ছে মমতা বন্দ্যোপাধ্যায় তাড়িয়ে দিয়েছে ৷” এক কথায় খোলামুখ কয়লা খনি বিরোধী আন্দোলন থামাতে ও জমি অধিগ্রহণ করতে রাজ্য সরকারের হাতিয়ার সিঙ্গুর আন্দোলন।
State Public Works and Urban Development Minister Firhad Hakim, Small and Medium and Cottage Industries Minister Chandranath Singha, Deputy Speaker of the Legislative Assembly Ashish Banerjee, Birbhum MP Shatabdi Roy, Bolpur MP Asit Mal, District Magistrate Bidhan Roy, District Superintendent of Police Nagendra Nath Tripathi were present on the occasion. Speaking on the occasion, Minister Firhad Hakim said, “In Singur, the Left has taken the land by kicking them. Mamata Banerjee explained to the people that she is taking land in Deucha-Pachami with a financial package. There will be development worth lakhs of crores of rupees, about 40,000 people will get jobs in edat region.” I am still saying that this CPM, the then Left Front government has conspired to drive out Tat. It seems as if Mamata Banerjee has been driven out.” In a word, the Singur movement is the state government’s tool to stop the anti-coal mining movement and acquire land.
প্রসঙ্গত, এই অঞ্চলে খোলামুখ কয়লা খনির জন্য প্রায় ২১ হাজার মানুষের বসতি সরাতে হবে৷ যাদের মধ্যে অধিকাংশ আদিবাসী অধ্যুষিত। এছাড়া, ধ্বংস হবে বৃহৎ বনাঞ্চল, জলাশয়, চারণভূমি। তাই কয়লা খনির জমি দিতে নারাজ বড় অংশের মানুষজন। তাই খনি প্রকল্প ঘোষণা হতেই শুরু হয় আন্দোলন। সেই আন্দোলন এখনও অব্যাহত।
Around 21,000 people, most of them indigenous, will have to be evacuated for open-ended coal mining in the region. In addition, large forests, water bodies, pastures will be destroyed. Therefore, a large part of the people are reluctant to give coal mining land. So the movement started when the mining project was announced. That movement still continues.
