০৯মার্চ, মৃন্ময় রায় মেখলিগঞ্জঃ কোচবিহারের চ্যাংরাবান্ধা স্থল বন্দরে ট্রাকে অতিরিক্ত পণ্য (ওভালোড ) বাংলাদেশে রপ্তানি করা হচ্ছে।সেইসব ট্রাকের নথিপত্রও ঠিকঠাক নেই। এতে স্থানীয় ট্রাকের ক্ষেত্রে কড়া নজরদারি নিয়ম থাকলেও ভিন রাজ্য ও ভুটান থেকে আসা পণ্য বোঝাই ট্রাকে সেই নিয়ম মানা হচ্ছে না । এই অভিযোগ তুলে বৃহষ্পতিবার মেখলিগঞ্জের বিডিওর দপ্তরের বাইরে জমায়েত করে বিক্ষোভ দেখালেন স্থানীয় ট্রাক মালিকগণ। তাদের বক্তব্য,অতিরিক্ত পণ্য পরিবহণ এবং নথিপত্র ছাড়াই এই স্থলে বন্দরে বাইরের বেশ কিছু ট্রাক চালানো হচ্ছে।অথচ এই এলাকার সমস্ত ট্রাকের নথিপত্র যাচাইয়ের ক্ষেত্রে কড়াকড়ি করা হচ্ছে।বাইরের ওইসব ট্রাকের বেআইনি কারবারের জন্য চ্যাংরাবান্ধা সীমান্তের ট্রাক মালিকদের পথে বসার মত অবস্থা তৈরি হয়েছে।এই অভিযোগের কথা প্রশাসনের বিভিন্ন মহলে একাধিকবার জানানোর পরেও কোনও পদক্ষেপ গৃহীত না হওয়াতে বাধ্য হয়েই এদিন চ্যাংরাবান্ধায় বিডিওর দপ্তরের বাইরে আন্দোলন করেন।
তারা দাবি করেন,দ্রুত ট্রাকে অতিরিক্ত পণ্য পরিবহন বন্ধ করতে হবে।বাইরের যেসব ট্রাকে চাপিয়ে বাংলাদেশে পণ্য পাঠানো হচ্ছে । সেইসব বড়বড় ট্রাকগুলিরও নথিপত্র যাচাই করতে হবে। স্থানীয় ট্রাকের বকেয়া রাজস্ব কমাতে হবে। তাদের এই দাবি পুরণ না হোলে এই স্থল বন্দর এলাকাতেও তারা বৃহত্তর আন্দোলন গড়ে তুলবেন বলে হুমকি দিয়েছেন এদিন চ্যাংরাবান্ধা ট্রাক মালিক সমিতির সম্পাদক আব্দুল সামাদ বলেন,”নথিপত্র ছাড়া বাইরের বেশ কিছু ট্রাক এখান দিয়ে দিনের পর দিন বাংলাদেশে পণ্য নিয়ে যাচ্ছে।বড়বড় ওইসব ট্রাকে নিয়মভেঙে তিন ট্রাকের পণ্য এক ট্রাকে নিয়ে যাওয়া হচ্ছে।অথচ স্থানীয় ট্রাকগুলি নিয়ম মেনে চলতে গিয়ে ঠিকমত ভাড়া হচ্ছেনা। বর্তমানে এই এলাকার ট্রাক মালিকগণ দারুণ সমস্যায় রয়েছেন। এইসব নিয়েই এদিন আন্দোলনে নামা হয়েছে। দাবির ভিত্তিতে বিডিওকে ডেপুটেশনও দেওয়া হয়েছে। মেখলিগঞ্জ ব্লকের বিডিও অরুণ কুমার সামন্ত অবশ্য জানিয়েছেন,”চ্যাংরাবান্ধা ট্রাক মালিক সমিতির তরফে এদিন একটি দাবিপত্র দেওয়া হয়েছে। সেবিষয়ে উর্ধতন কতৃপক্ষের দৃষ্টি আকর্ষণ করা হবে।
On March 09, Mrinmoy Roy Mekhliganj: Additional goods (ovaload) are being exported to Bangladesh in trucks at Changrabandha land port in Behar. The documents of those trucks are also not correct. Although there is a strict surveillance rule for local trucks, the rules are not being followed in trucks loaded with goods coming from other states and Bhutan. On Thursday, local truck owners gathered outside the BDO’s office in Mekhliganj and staged a protest. According to them, several trucks from outside the port are being run at this place without transporting additional goods and documents. However, the verification of documents of all trucks in this area is being tightened. Due to the illegal trade of these trucks outside, there is a situation for truck owners at the Changrabandha border to sit on the road. Forced to take any action despite several reports of the complaint in various quarters of the administration, they protested outside the BDO office in Changrabandha.
They demanded that the transportation of excess goods in trucks should be stopped quickly. Goods are being sent to Bangladesh by pushing the trucks outside. The documents of those big trucks will also have to be verified. The outstanding revenue of local trucks has to be reduced. Abdul Samad, secretary of the Changrabandha Truck Owners Association, threatened to launch a larger movement in the land port area if their demands were not met. In those big trucks, the goods of three trucks are being taken in one truck in violation of the rules. However, local trucks are not being hired properly to comply with the rules. At present, truck owners in this area are in great trouble. This is what led to the movement today. The BDO has also been given deputation on the basis of the claim. Arun Kumar Samanta, BDO of Mekhliganj block, however, said, “A charter of demands has been submitted by the Changrabandha Truck Owners’ Association. The attention of the higher authorities will be drawn in this regard.
