বিলম্বিত অর্থপ্রদান এবং MSME- র পুনরুদ্ধারের সেশন

Kolkata, 11th April, 2023: MSME ডেভেলপমেন্ট ফোরাম-ওয়েস্ট বেঙ্গল চ্যাপ্টার MSME ডেভেলপমেন্ট ফোরাম, পশ্চিমবঙ্গ এবং ICAI-এর EIRC-এর সাথে আজ কলকাতার ICAI ভবনে ‘বিলম্বিত অর্থপ্রদান এবং MSME’র জন্য পুনরুদ্ধারের অধিবেশনের উপর একটি অনুষ্ঠানের আয়োজন করা হয়েছিল।অনুষ্ঠানে উপস্থিত ছিলেন: বিধায়ক শ্রী বিবেক গুপ্তা; সিএ অলোক টিব্রেওয়ালা, সদস্য, ডব্লিউবি স্টেট এমএসএমই ফ্যাসিলিটেশন কাউন্সিল; সিএস (ড.) অ্যাড. মমতা বিনানি, MSME ডেভেলপমেন্ট ফোরাম WB এর প্রেসিডেন্ট; সিএ দেবায়ন পাত্র, চেয়ারম্যান, ICAI এর EIRC; সিএ সঞ্জীব সংঘী, ভাইস-চেয়ারম্যান, ICAI-এর EIRC; অশোক ঘোষ, MSME এর ডেপুটি-ডিরেক্টর (HQ), পশ্চিমবঙ্গ সরকার; অ্যাডভোকেট নারায়ণ জৈন, জাতীয় উপ-সভাপতি, অল ইন্ডিয়া ফেডারেশন অফ ট্যাক্স প্র্যাকটিশনারস (এআইএফটিপি) এবং আরও অনেকে।

এই উপলক্ষে সিএস (ড.) অ্যাড. মমতা বিনানি, প্রাক্তন সভাপতি ICSI এবং MSME ডেভেলপমেন্ট ফোরাম WB চ্যাপ্টারের সভাপতি বলেন, “MSME হল এমন একটি সেক্টর যা শুধুমাত্র GDP ধরে রাখে এবং বৃদ্ধি করে না বরং এটি জাতির আর্থ-সামাজিক ও ন্যায়সঙ্গত প্রবৃদ্ধির জন্য একটি বড় প্রতিষ্ঠান। ৬ কোটিরও বেশি ইউনিট এবং ১১ কোটিরও বেশি কর্মী, এমএসএমই সেক্টরটি কৃষির পরে দেশের দ্বিতীয় বৃহত্তম সেক্টর। জিডিপির আনুমানিক ৩০% এবং সমস্ত ভারতীয় রপ্তানির ৪৫% এরও বেশি এই খাতে যাচ্ছে, অর্থনীতিতে এই প্রতিষ্ঠানের যথেষ্ট অবদান রয়েছে। সরকার সর্বদা বিশ্বব্যাপী মূল্য শৃঙ্খলে MSME-এর প্রতিযোগিতাকে উন্নত করার চেষ্টা করে। এই সেক্টরের একটি অত্যন্ত গুরুত্বপূর্ণ বিষয় হল কার্যকরী মূলধনের প্রাপ্যতা এবং সস্তা অর্থের প্রাপ্যতা। যখন তাদের অর্থ প্রদান আটকে যায়, তখন ব্যবসার কার্যকারিতা এবং সম্ভাব্যতা প্রশ্নের মুখে পড়ে। একটি ব্যবসার প্রাণের রসদ হল নগদ। এই কর্মসূচির লক্ষ্য হল MSME ফ্যাসিলিটেশন কাউন্সিলকে দেখানো যেখানে নিবন্ধিত মাইক্রো এবং ছোট ইউনিটগুলি তাদের চালান পরিশোধ না করার অভিযোগ করে মামলা দায়ের করতে পারে এবং কীভাবে এটি ব্যবসার সমাধান করতে পারে তার ভিত্তিতেই কাজ করা।”

MSME সম্পর্কে: MSME বৈশ্বিক র‌্যাঙ্কিং সূচকে ভারতের অর্থনীতিকে শক্তিশালী করতে অত্যন্ত গুরুত্বপূর্ণ ভূমিকা পালন করে। বর্তমান অনুমান অনুসারে, ভারতের জিডিপির প্রায় ৩০ শতাংশ, যার মধ্যে ৬৩ মিলিয়নেরও বেশি MSME রয়েছে যা সাম্প্রতিক আনুমানিক গণনা অনুসারে প্রায় দ্বিগুণ হয়েছে, দেখায় যে সেক্টরটি কত দ্রুত বিকাশ করছে। ২০২২ সাল পর্যন্ত, খাতটি বার্ষিক ৩৭% বৃদ্ধি পেয়েছে এবং মোট রপ্তানির প্রায় অর্ধেক হয়েছে। এই সেক্টরের দক্ষতা এবং অভিযোজনযোগ্যতা সবচেয়ে মূল্যবান উপহার হিসাবে প্রমাণিত হয়েছে যা উদ্যোক্তা, কর্মসংস্থান এবং ব্যবসায়িক দক্ষতাকে উজ্জ্বল করেছে।

Kolkata, 11th April, 2023: MSME Development Forum-West Bengal Chapter along with EIRC of MSME Development Forum, West Bengal and ICAI organized an event on session on ‘Delayed Payments and Recovery for MSME’ today at ICAI Bhawan, Kolkata. Present on the occasion were: MLA Shri Vivek Gupta; CA Alok Tibrewala, Member, WB State MSME Facilitation Council; CS (Dr.) Add. Mamata Binani, President, MSME Development Forum WB; CA Devayan Patra, Chairman, EIRC of ICAI; CA Sanjeev Sanghi, Vice-Chairman, EIRC of ICAI; Ashok Ghosh, Deputy-Director (HQ) of MSME, Government of West Bengal; Advocate Narayan Jain, National Vice President, All India Federation of Tax Practitioners (AIFTP) and many others. On this occasion, CS (Dr.) Adv. Mamata Binani, former president ICSI and president of MSME Development Forum WB Chapter said, “MSME is a sector that not only sustains and grows GDP but is a major institution for socio-economic and equitable growth of the nation. Over 6 crore units and 11 Employing over a crore, the MSME sector is the country’s second largest sector after agriculture. With approximately 30% of GDP and more than 45% of all Indian exports going to this sector, these enterprises contribute substantially to the economy. The government always strives to improve the competitiveness of MSMEs in the global value chain. A very important aspect of this sector is the availability of working capital and availability of cheap finance. When their payment is blocked, the viability and viability of the business is called into question. Cash is the lifeblood of a business. The aim of this program is to show the MSME Facilitation Council where registered micro and Smaller units can file lawsuits alleging non-payment of their invoices and act on the basis of how it can resolve the business.”

About MSME: MSME plays a very important role in strengthening India’s economy in global ranking index. According to current estimates, about 30 percent of India’s GDP, including more than 63 million MSMEs which has almost doubled as per recent estimates, shows how fast the sector is developing. As of 2022, the sector grew by 37% annually and accounted for almost half of total exports. The skills and adaptability of this sector have proved to be the most valuable gift that has brought out entrepreneurship, employment and business skills.
