পারিজাত মোল্লাঃ পূর্ব বর্ধমান ও বীরভূম জেলাদ্বয়ের সংযোগকারী অজয় নদের লোচনদাস সেতুর টোল ট্যাক্স নিয়ে বছরভর থাকে বিভিন্ন অভিযোগ। কখনো গাড়ি নাম্বার ধরে রশিদ না দেওয়ার অভিযোগ, আবার কখনো বা টোল ট্যাক্স কর্মীদের হাতে লাঠিসোটা নিয়ে যানবাহন চালকদের প্রতি জুলুমবাজির অভিযোগ। দ্বিগুণ থেকে তিনগুণ বেশি টোল ট্যাক্স এখানে সংগ্রহ করা হয় বলে অভিযোগ যানবাহন চালকদের। ৭ নং রাজ্য সড়কপথে উত্তরবঙ্গের থেকে দক্ষিণবঙ্গের হাজার হাজার গাড়ি চলাচল করে থাকে প্রত্যেকদিন। টোল ট্যাক্স কর্মীদের তাড়া খেয়ে এখানে প্রাণঘাতী পথ দুর্ঘটনাও হয়েছে। এলাকাবাসীদের একাংশ জানাচ্ছেন, মঙ্গলকোটের অজয় নদের লোচনদাস সেতুর টোল ট্যাক্স এর ‘রাশ’ বীরভূমের বেতাজ বাদশা অনুব্রত মন্ডল ‘ঘনিষ্ঠ’ নাসিরুদ্দিন সেখ – সামসুদ্দিন সেখের হাতে।সম্পর্কে নাসিরুদ্দিন – সামসুদ্দিন দুই ভাই। পেশায় পূর্ত বিভাগের ঠিকেদার নাসিরুদ্দিন সেখ স্করপিও গাড়িতে ‘অন ডিউটি পি ডাব্লু রোডস’ সাইনবোর্ড লাগিয়ে ঘুরে বেড়াই বলে জনশ্রুতি। একসময় অনুব্রতের পাড়ার বাসিন্দা পোলট্রি মুরগির দোকান ছিল নাসিরের । অনুব্রতের ছোঁয়ায় সে এখন বিত্তশালী বলা যায়! যদিও সমস্ত অভিযোগ অস্বীকার করেছে সে।একবার মুখোমুখি সাক্ষাতে নাসিরুদ্দিন জানিয়েছিল – ‘লোচনদাস সেতুর টোল ট্যাক্স টি নবান্ন থেকে তদারকি করা হয়’। তাই কোন প্রশ্ন করা যাবেনা। দুই – তিন সপ্তাহ হলো প্রায় আড়াই কোটি টাকা আত্মসাৎ করার অভিযোগ নিয়ে জেলা পূর্ত দপ্তরের তরফে মঙ্গলকোট থানায় ৪০৯ এবং ৪২০ ধারায় টোল ট্যাক্স এর ঠিকেদার সামসুদ্দিন সেখের বিরুদ্ধে অভিযোগ দায়ের করা হয়েছে। পুলিশ অবশ্য বেশ কয়েকবার আর্থিক জালিয়াতি এবং বিপুল অর্থ আত্মসাৎকারী সামসুদ্দিন সেখের বাড়িতে হানা দিয়েছে। তবে সে মাঝেমধ্যেই লোচনদাস সেতুর টোল ট্যাক্সতে হিসাব নিতে আসে বলে এলাকাবাসীদের একাংশের দাবি।যদিও অভিযুক্ত ঠিকেদার কলকাতা হাইকোর্টের দারস্থ হয়েছেন বলে জানা গেছে। করোনার দোহাই দিয়ে এই বিপুল জনগণের অর্থ যাতে না দিতে হয় সেজন্য কলকাতা হাইকোর্টের দারস্থ হয়েছেন।তবে এখনও অবধি কলকাতা হাইকোর্টের তরফে কোন নির্দেশিকা জারি করা হয়নি। মঙ্গলকোট থানার আইসি পিন্টু মুখার্জি জানান -” বেশ কয়েকবার আমরা অভিযান চালিয়েছি, ফের তল্লাশি অভিযান চালনা হবে “। জেলা পূর্ত বিভাগের একাংশের সাথে যোগসাজশে এই বিপুল অর্থ আত্মসাৎ বলে কেউ কেউ বলছেন। তাদের প্রশ্ন যে ঠিকেদার আড়াই কোটি টাকা দিলো না সরকারি কোষাগারে। সেই ঠিকেদারের আপন ভাই কে কিভাবে ফের টোল ট্যাক্স এর ছাড়পত্র দেয়? এই সিন্ডিকেট খুঁজে বার করতে ভিজিল্যান্স কিংবা ইডির মত সংস্থার হাতে তদন্ত দেওয়া উচিত হবে বলে অনেকেই মনে করছেন।মঙ্গলকোটের নতুনহাটে লোচনদাস সেতুর টোল ট্যাক্স বাবদ ঠিকাদারের কাছে বকেয়ার পরিমাণ প্রায় আড়াই কোটি টাকা। একাধিকবার নোটিশ করা সত্ত্বেও ঠিকাদার ওই বকেয়া টাকা জমা দেননি বলে অভিযোগ। তার জেরে ঠিকাদারের বিরুদ্ধে মঙ্গলকোট থানায় অভিযোগ দায়ের করেছে পূর্ত(সড়ক) বিভাগ। জানা গিয়েছে পূর্ত(সড়ক) বিভাগের বর্ধমান উত্তর হাইওয়ে ডিভিশনের এক্সিকিউটিভ ইঞ্জিনিয়ার সামসুদ্দিন শেখ নামে ওই ঠিকাদারের বিরুদ্ধে এফআইআর দায়ের করেছেন ৪০৯ এবং ৪২০ ধারায় । মঙ্গলকোট থানার পুলিশ অভিযোগের ভিত্তিতে তদন্ত শুরু করেছে। উল্লেখ্য, গত মে মাসের মাঝামাঝি এফআইআর দায়ের করার পর থেকে কয়েকদিন লোচনদাস সেতুতে টোল আদায় বন্ধ ছিল। তবে ফের চালু হয়েছে। পূর্ত(সড়ক) বিভাগের বর্ধমান উত্তর ডিভিশনের এক্সিকিউটিভ ইঞ্জিনিয়ার দীপনারায়ণ শীল সংবাদ মাধ্যম কে বলেন,” কয়েকদিন টোল আদায় বন্ধ ছিল। তারপর সরকারি নিয়ম মেনে অন্য একজনকে টোল ট্যাক্স আদায়ের দায়িত্ব দেওয়া হয়েছে। আগে যিনি টোল আদায়ের দায়িত্বে ছিলেন তিনি চুক্তি অনুযায়ী প্রাপ্য সরকারি রাজস্ব জমা না করায় তার বিরুদ্ধে এফআইআর দায়ের করা হয়েছে। “মঙ্গলকোটের অজয়নদের ওপর লোচনদাস সেতু মূলত পূর্ব বর্ধমান ও বীরভূম জেলার মধ্যে যোগাযোগ রক্ষাকারী সেতু। ৭ নং রাজ্য সড়ক পথে এই সেতুর ওপর দিয়ে রোজ হাজার হাজার যানবাহন চলাচল করে। লোচনদাস সেতু শুধুমাত্র বীরভূম বা মুর্শিদাবাদ জেলার সঙ্গে যোগাযোগ রক্ষাকারী সেতুই নয়, এই সেতুটি দক্ষিণবঙ্গের সঙ্গে উত্তরবঙ্গের যোগাযোগ রক্ষার অন্যতম গুরুত্বপূর্ণ মাধ্যম। জানা যায় এই সেতুর ওপর টোলট্যাক্স আদায়ের বিষয়টি নিয়ন্ত্রণ করা হয় পূর্ত(সড়ক) বিভাগের বর্ধমান উত্তর ডিভিশন অফিস থেকে। পুলিশ সূত্রে জানা গিয়েছে গত মে মাসের মাঝামাঝি পূর্ত(সড়ক) বর্ধমান উত্তর ডিভিশনের এক্সিকিউটিভ ইঞ্জিনিয়ার মঙ্গলকোট থানায় বীরভূম জেলার ভূবনডাঙ্গা নিবাসী সামসুদ্দিন শেখের বিরুদ্ধে এফআইআর দায়ের করেন। পূর্ত(সড়ক) বিভাগ সূত্রে জানা যায় সামসুদ্দিন শেখ নামে ওই ঠিকাদার ২০১৯ -২০ এবং ২০২২-২৩ আর্থিক বর্ষে দুটি পৃথক টেণ্ডার মিলে টোল আদায়ের ২ কোটি ৩৩ লক্ষ ৪৭৪০ টাকা সরকারি খাতে জমা করেননি। অভিযোগ, বেশকয়েকবার ওই ঠিকাদারকে নোটিশ পাঠানো হয়েছিল। তারপরেও তিনি বকেয়া টাকা জমা দেননি। দফতর সূত্রে জানা গিয়েছে ২০১৯ সালের ২০ ডিসেম্বর থেকে ২০২২ সালের ২৫ এপ্রিল পর্যন্ত পূর্ত (সড়ক) বিভাগ সামসুদ্দিন শেখের কাছে পাওনা রয়েছে ১ কোটি ৪২ লক্ষ ৮৬ হাজার ৭৯৪ টাকা। অন্য একটি টেণ্ডার অনুযায়ী ২০২২ সালের ২৬ এপ্রিল থেকে এফআইআর দায়েরের আগে পর্যন্ত সামসুদ্দিন শেখের কাছে পাওনা ৯০ লক্ষ ১৭ হাজার ৯৪৬ টাকা। দুটি টেণ্ডার মিলে ওই ঠিকাদারের কাছে মোট বকেয়ার পরিমাণ ২ কোটি ৩৩ লক্ষ ৪৭৪০ টাকা। এই বিপুল পরিমাণ রাজস্ব বকেয়া থাকার পরেও বারবার তাকে নোটিশ করে সদুত্তর পায়নি পূর্ত(সড়ক) বিভাগ। তারপর ঠিকাদারের বিরুদ্ধে এফআইআর দায়েরের সিদ্ধান্ত নেওয়া হয়। এখন প্রশ্ন উঠেছে ২০১৯-২০ বর্ষে প্রায় দেড় কোটি টাকা বকেয়া থাকার পরেও জনৈক ঠিকাদারকে ফের কেন টোল ট্যাক্স আদায়ের দায়িত্ব দেওয়া হল? পূর্ত (সড়ক) বিভাগ সূত্রে জানা যায় কোভিড পরিস্থিতির কারণে টোল আদায় কয়েক সপ্তাহ বন্ধ রাখা হয়েছিল। তখন নতুন করে টেণ্ডার ডাকা হয়নি। সেসময় সামসুদ্দিন শেখের টেণ্ডারের সময়সীমা বর্ধিত করে দেওয়া হয়েছিল। করোনা আবহে সবকিছু বন্ধ থাকলেও সড়কপথে যানবাহন চলাচলে সেভাবে বিধিনিষেধ ছিল না। তাছাড়া যেভাবে বিনা গাড়ির নাম্বারে দ্বিগুণ থেকে তিনগুণ বেশি টোল ট্যাক্স আদায় করা হয় ছাপা কুপনের মাধ্যমে। তাতে প্রশ্ন থেকেই যায় লোচনদাস সেতুর টোল ট্যাক্স নিয়ে।

In a face-to-face interview, Naseeruddin said – ‘The toll tax of Lochandas Setu is supervised by Nabanna’. So no questions can be asked. Two-three weeks ago, a complaint was filed against Samsuddin Sekh, the contractor of toll tax, under sections 409 and 420 in Mangalkot police station on behalf of the District Public Works Department for embezzling about two and a half crore rupees. The police, however, raided the house of Samsuddin Sikh, a financial fraudster and embezzler, several times. However, a section of local residents claims that he sometimes comes to take into account the toll tax of Lochandas Setu. However, the accused contractor has appeared before the Calcutta High Court. Calcutta High Court has approached the Calcutta High Court to prevent this large number of people from paying money due to Corona. It is alleged that the contractor has not deposited the due amount despite several notices. The Public Works (Road) Department filed a complaint against the contractor at Mangalkot Police Station. It is known that the Executive Engineer of Burdwan North Highway Division of the Works (Roads) Division has filed an FIR against the contractor named Samsuddin Sheikh under section 409 and 420. Mangalkot police started an investigation based on the complaint. It may be noted that the toll collection at Lochandas Bridge was stopped for a few days after the FIR was filed in mid-May. An FIR has been filed against him for not doing so. “Lochandas Setu over Ajayad in Mangalkot is basically a bridge connecting East Burdwan and Birbhum districts. Thousands of vehicles pass over this bridge on State Highway No. 7 every day. Lochandas Setu is not only a bridge connecting Birbhum or Murshidabad district, but this bridge is one of the important means of connecting North Bengal with South Bengal. It is known that the issue of toll tax collection on this bridge is controlled by the Burdwan North Division Office of the Works (Roads) Department.
According to police sources, in the middle of last May, the Executive Engineer of Purta (Road) Burdwan North Division filed an FIR against Samsuddin Sheikh, a resident of Bhubandanga in Birbhum district, at Mangalkot police station. According to the sources of the Works (Road) Department, the contractor named Samsuddin Sheikh did not deposit 2 crore 33 lakh 4740 rupees of toll collection in the government sector in two separate tenders in the 2019-20 and 2022-23 financial years. According to the sources of the department, from December 20, 2019, to April 25, 2022, the works (road) department owes 1 crore 42 lahks 86 thousand 794 takas to Samsuddin Sheikh. According to another tender, from April 26, 2022, till the filing of the FIR, 90 lacks 17 thousand 946 rupees were owed to Samsuddin Sheikh. The total amount owed to the contractor for the two tenders is 2 crore 33 lacks 4740 takas. The works (roads) department did not get a response despite repeated notices to him about this huge amount of revenue arrears. Then it was decided to lodge an FIR against the contractor. Now the question arises why a contractor has been given the responsibility to collect toll tax again after nearly one and a half crore rupees are due in 2019-20? According to sources in the Works (Roads) Department, the collection of tolls was suspended for several weeks due to the Covid situation. A new tender was not called then. At that time the tender period of Samsuddin Sheikh was extended. Even though everything was closed due to Corona, there were no such restrictions on road traffic. Moreover, the toll tax is collected twice to three times more than without a vehicle number through printed coupons. That raises the question about the toll tax of Lochandas Setu.
