আপনাদেরকে যথাযত সন্মান পূর্বক অবগত করছি যে , বিভিন্ন পত্র পত্রিকার মাধ্যমে জানতে পারলাম যে, অল ইন্ডিয়া ফেয়ার প্রাইজ সপ ডিলার্স ফেডারেশনের ডাকে, আগামী ১লা জানুয়ারী ২০২৪ থেকে অনির্দিষ্ট কালিন সারা ভারত বর্ষ ব্যাপী রেশন দোকান বন্ধ রাখার ঘোষনা করেছে, কিন্তু অত্যন্ত দুঃখের সাথে জানাচ্ছি যে , উক্ত সংগঠনের সারা বাংলায় সর্বোচ্চ সদস্য ও সদস্যা সংখ্যা হলো ১৫০০ থেকে ২০০০ হাজার । বর্তমানে গ্রামীন এলাকা ভুক্ত সারা বাংলায় ১৮৭৬৫ জন রেশন দোকানদার যাদের একমাত্র সংগঠন ওয়েষ্ট বেঙ্গল এম ,আর ডিলার্স এ্যাসোসিয়েশন। এই সংগঠনের অন্তরভুক্ত সদস্য ও সদস্যা তারা । অল ইন্ডিয়া ফেয়ার প্রাইজ সপ ফেডারেশন নামক সংগঠনের দ্বারা পরিচালিত না হওয়ার কারনে উক্ত ধর্মঘটে তারা সামিল হবে না । বাংলার মানুষের স্বার্থে গ্রাহকের পরিষেবা ১ লা জানুয়ারী ২০২৪ গ্রামিন এলাকার সমস্ত রেশন দোকান যথারীতি সরকারী নিয়ম অনুযায়ী নির্দিষ্ট দিনে ও সময়ে রেশন দোকান খোলা রাখার এবং বরাদ্ধকৃত খাদ্য দ্রব্য সরবরাহ করার সিদ্ধান্ত নিয়েছি আমরা ।
আমাদের সংগঠনের সাথে সরকারের উচ্চ পর্যায়ে উদ্ধর্তন কর্তৃপক্ষের সাথে বাংলার রেশন দোকানদারদের বিভিন্ন স্বার্বিক সমস্যা এবং মৌলিক দাবী দাবা নিয়ে আলোচনা হয়েছে এবং প্রতিনিয়ত বাংলার রেশন দোকানদারদের বিভিন্ন সমস্যার সমাধানের জন্য আলোচনার মাধ্যমে হতে থাকে । আজ ২৭/১১/২৩ তারিখে বেলা ২ ঘটিকায় মাননীয় খাদ্য মন্ত্রী শ্রী রথীন ঘোষ মহাশয়কে অত্র সংগঠনের মৌলিক দাবী দাবার স্বারকলিপি প্রদান করে আলোচনা করা হয়েছে , সংগঠনের পক্ষ থেকে আমরা আশাবাদী রাজ্য সরকারের কাছে রাজ্য সরকার এবং খাদ্য দপ্তরের বিভাগীয় মাননীয় খাদ্য মন্ত্রী মহাশয় সত্তর বাংলার রেশন দোকানদারদের উপযুক্ত কমিশন বৃদ্ধি সহ অনান্য সমস্যার সমাধান করার জন্য সচেষ্ট হবেন । সরকারের বিভাগীয় খাদ্য মন্ত্রী মাননীয় শ্রী রথিন ঘোষ মহাশয় আলোচনাতে প্রতিশ্রুতি প্রদান করেছেন এবং আমরা বিশ্বাস করি যে বাংলার রেশন দোকানদারদের মৌলিক দাবীর এবং বিভিন্ন সমস্যার সমাধান হবেই । এই মর্মে জানাতে চাই যে, সারা ভারতের অনান্য রাজ্যের রেশন ব্যবস্থার সাথে পশ্চিমবাংলার রেশন ব্যবস্থা সম্পুর্ন আলাদা, কারন ভারতের একমাত্র রাজ্য পশ্চিম বঙ্গ হলো সর্বজনিন রেশন ব্যবস্থা হিসাবে চালু আছে বা পরিগনিত হয়েছে। এছাডা বাংলার মানুষের জন্য অতিরিক্ত জনহিতকর প্রকল্পের মাধ্যমে খাদ্য দ্রব্য সরবরাহ হয়, যেমন জঙ্গলমহল এলাকার মানুষের জন্য অতিরিক্ত খাদ্যদ্রব্য / নদীবহুল এলাকার মানুষের জন্য আয়লা প্রকল্পের খাদ্যদ্রব্য বিতরন হয় / টোডো এলাকা ভুক্ত মানুষের জন্য খাদ্যদ্রব্য দেওয়া হয় / সিঙ্গুর এলাকার মানুষের জন্য অতিরিক্ত খাদ্যদ্রব্য বরাদ্ধ আছে / চা বাগান শ্রমিকের জন্য অতিরিক্ত খাদ্যদ্রব্য চালু আছে / পাহাড় বা হিল এলাকার মানুষের জন্য অতিরিক্ত খাদ্যদ্রব্য বরাদ্ধ আছে যা আজও পর্যন্ত সারা ভারতেবর্ষে কোনো রাজ্য সরকার এই রকম জনহিতকর প্রকল্প চালু করতে পারেনি ।
বাংলার গণ বন্টন ব্যবস্থাকে বানচাল করতে কিছু ব্যক্তি বিশেষ নিজেদের স্বার্থ চরিতার্থ করতে বাংলার রেশন নিয়ে অস্থিরতা করার প্রয়াস নিয়েছেন ।
সবিনয় নিবেদন , সেই সমস্ত মানুষের কাছে বা গণ মাধ্যমকে তারা বাংলার রেশন গ্রহিতার কাছে গিয়ে জিঙ্গাসা করে দেখতে পারেন বাংলার রেশন গ্রহিতারা তাদের পরিবারের রেশন কার্ড নিয়ে নিজ নিজ রেশন দোকান থেকে সরকারী বরাদ্ধকৃত রেশন দ্রব্য পাচ্ছেন কি পাচ্ছেন না ? প্রতিটি গ্রাহকের নিজের মোবাইলে সরকারী ভাবে মেসেজ প্রদান করা হয় মাসিক বরাদ্ধ কৃত খাদ্য দ্রব্যের পরিমান । রেশন দোকানদার বায়োম্যাটিক নিয়ে মাসিক রেশন দ্রব্য সরবরাহ করছেন এবং ই পস মেশিন থেকে বরাদ্ধের পরিমান অনুসারে বিল পাচ্ছেন । সেটা খোঁজ খবর নিলেই তো বুঝতে পারা যাবে বাংলার রেশন ব্যবস্থা সম্পর্কে এবং ভালো চাল / পেকেট যুক্ত, পুষ্টি যুক্ত আটা পাচ্ছেন কি না ? সেটা গ্রাহকের দুয়ারে গিয়ে দেখুন সত্যটা জানতে পারবেন সাধারন মানুষজনেরা কি বলছেন । এই বাংলার স্বচ্ছ রেশন ব্যবস্থা সারা ভারতে কাছে এক দৃষ্টান্তমুলক জনহিতকর প্রকল্প মনে করছি । আশাকরি আপনাদের বহুল প্রচারিত পত্র পত্রিকায় ও বৈদ্যুতিন মাধ্যমে এই প্রতিবেদন প্রকাশিত ও প্রচারিত করলে চির কৃতজ্ঞ থাকব ।

With due respect, I am informing you that through various newspapers, I have come to know that on the call of All India Fair Price Soap Dealers Federation, from 1st January 2024, the ration shops have been announced to remain closed all over India indefinitely, but it is with great regret that, The maximum number of members and members of the said organization in whole Bengal is 1500 to 2000 thousand. At present there are 18765 ration shopkeepers in rural areas of Bengal whose only organization is West Bengal M,R Dealers Association. They are members and members of this organization. They will not participate in the strike as it is not organized by All India Fair Price Soap Federation. In the interest of the people of Bengal, customer service 1st January 2024 All the ration shops in rural areas have decided to keep the ration shops open as per the government rules as usual on the specified day and time and supply the allotted food items. Our organization has discussed various internal problems and basic demands of the ration shopkeepers of Bengal with the promotion authorities at the highest level of the government and is constantly discussing to solve the various problems of the ration shopkeepers of Bengal. Today on 27/11/23 at 2 o’clock Hon’ble Minister of Food Mr. Rathin Ghosh has given the memorandum of basic demands of the organization to be discussed, on behalf of the organization we are hopeful that the State Government and Food Department Divisional Hon’ble Food Minister Mr. Satwar Bangla ration Will try to solve the various problems including increasing the appropriate commission of the shopkeepers. Hon’ble Mr. Rathin Ghosh, Minister of Food, Government, has given his commitment in the discussion and we believe that the basic demands and various problems of the ration shopkeepers of Bengal will be resolved. I would like to inform you that with the ration system of other states all over India the rationing system of West Bengal is completely different, as West Bengal is the only state in India that operates or is considered to have a universal rationing system.
In addition, additional food items are provided to the people of Bengal through philanthropic projects, such as additional food items for the people of Jangalmahal area / Ayala project food items are distributed to the people of the riverine areas / food items are given to the people of Todo area / additional food items are available for the people of Singur area / Additional Food Commodity for Tea Garden Workers / Additional Food Commodity Allocation for the people of hill or hill areas which till date no state government has launched such philanthropic scheme in whole India. In order to thwart the mass distribution system of Bengal, some individuals have tried to create unrest with the ration of Bengal to serve their own interests. Sabinay Nivedan, to all those people or the mass media, they can go to the ration receivers of Bengal and see whether the ration receivers of Bengal are getting the government blocked ration products from their respective ration shops with their family ration cards or not? Each customer’s own mobile phone is officially provided with the monthly amount of food products. Ration shopkeepers are supplying monthly ration items with biometrics and getting bills from the e-pos machine according to the quantity of the ration. If you inquire about it, you can understand about the ration system of Bengal and whether you are getting good rice/packets, nutritious flour or not? Go to the customer’s door and see the truth, what the common people are saying. I consider this Bengal Swachh Ration System as an exemplary philanthropic project for the whole of India.
