গোপাল বিশ্বাস, নদীয়া- শীতের মরসুমে রাজ্যের সকল পর্যটন কেন্দ্রের পাশাপাশি পূর্ববর্ধমানের পূর্বস্থলীর চুপী একটি গুরুত্বপূর্ণ পর্যটন কেন্দ্র হিসেবে গড়ে উঠেছে, এমনকি বীগত দিনে মূখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের মুখেও এই চুপিকে পর্যটন কেন্দ্র হিসেবে বিশেষ গুরুত্ব দেবার কথাও শোনা গিয়েছিল। চুপির অন্যতম বৈশিষ্ট্য তথা আকর্শন হলো শীতের মরসুমে এখানে হাজির হয় বহু প্রজাতির দেশ বিদেশের পরিযায়ী পাখি, সাথে চুপি এলাকায় বহু মানুষ মৎস্য জিবি হিসেবেও জীবন জিবিকা নির্ভর করে। মোটের ওপর বিশেষ করে শীতের মরসুমে কয়েক মাস সহ বছর ভর এই চুপিকে তথা চুপির পাখিয়ালয়কে ঘিরে বিভিন্ন ভাবে আর্থিক দিক থেকে লাভবান হয়ে থাকে স্থানীয় নৌকা চালক সহ বিভিন্ন ব্যাবসায়ী। সামগ্রিক ভাবে পর্যটন কেন্দ্র তথা,টুরিস্ট স্পট হিসেবে একদা সমাদৃত এই চুপির বর্তমানে বিশেষ করে এবছরের শুরু থেকেই যেন ছেয়েছে কালো মেঘে, স্থানীয় সুত্রে জানা যায় বীগত কয়েক বছর ধরেই এই চুপির পাখিয়ালয়ে আসছেনা সেভাবে কোন পরিযায়ী পাখি, হারাচ্ছে চুপির পুরোনো ঐতিহ্য, স্মৃতি, ফলত পর্যটকদের আনাগোনাও আগের থেকে কমেছে অনেকটাই কম। আর এই চুপির এহেন পরিস্থিতির অন্যতম কারণ হলো নবদ্বীপ ব্লকের ইদ্রাকপুরে একটি বাঁধ, বুধবার নবদ্বীপে সেই বাঁধ পরিদর্শনে এসে এমনটাই দাবী করেন, পূর্ব বর্ধমান জেলার পূর্বস্থলী ২ ব্লকের জেলার বনদপ্তর, এ ডি এফ, পরিবেশ দপ্তর, বনদপ্তর, বিডিও সহ ছয় দপ্তরের আধিকারিকের প্রতিনিধী দল। জানা যায় নবদ্বীপ ব্লকের মায়াপুর – বামুনপুকুর ২ নং গ্রাম পঞ্চায়েতের অন্তর্গত ইদ্রাকপুর গ্রামের আনুমানিক দশহাজার মানুষের বসবাস, তাদের স্বাস্থ্য সহ প্রায় সকল প্রয়োজনীয়তা নির্ভর করতে হয় নবদ্বীপের ওপর, এমনকি এই নবদ্বীপে যোগাযোগের মাধ্যম ছিলো নৌকা পারাপার, অতীতে যা মাধাইপুর ঘাট থেকে ফেরি চলাচল করতো। পরবর্তী সময়ে ২০১৬ সালে নবদ্বীপের বর্তমানে যুব আবাশের পার্শ্ববর্তী এলাকায় তৈরী হয় একটি মাটির কাঁচা বাঁধ, যা সংযোগ স্থাপন করে ইদ্রাকপুর গ্রামের সাথে তথা নবদ্বীপের সাথে। যা বর্তমানে ইদ্রাকপুর বাঁধ নামেও পরিচিত। সুত্র মারফত আরও জানা যায় গ্রামের পড়ুয়া সহ সকলেই যোগাযোগ মাধ্যমেের একটা স্থায়ী সমাধান চেয়ে আসছিলো দীর্ঘদিন ধরেই। আর মঙ্গলবার দুপুরে সেই বাঁধ পরিদর্শনে আসেন পূর্ব বর্ধমান জেলার এ ডি এফ ও সোমনাথ চৌধুরী, জেলার পরিবেশ দপ্তরের আধিকারিক অরূপ কুমার মাঝি, কাটোয়া বনদপ্তর এর আধিকারিক শিবপ্রসাদ সিনহা, বিডিও পৌষালী চক্রবর্তী সহ আরো অনেকে। সেখানেই পরিদর্শনে আশা আধিকারিকেরা জানায় এই বাঁধ দেয়ার ফলে অনেকটাই সমস্যায় পরতে হয়েছে পূর্বস্থলী চুপি এলাকার মাঝিদের, পাশাপাশি তারা আরও বলেন এই বাঁধ টা দেবার আগে সমগ্র এলাকায় গঙ্গার সাথে সরাসরি যোগাযোগ ছিলো, এখন যা বন্ধ হয়ে গিয়েছে, ফলে জলে অনেকসময় পচনও ধরছে, পাটের সময় পাট পচানোর ফলে জলে ছড়াচ্ছে দূর্গন্ধও, যার ফলে পরিযায়ী পাখিরা এসে নিজেদের খাবাও ঠিকমতো পাচ্ছে না, ফলে আগের অবস্থান হারিয়ে যেতে বসেছে চুপির। তাই এদিন প্রথমে চুপির পাখিরালয় একটি বৈঠক ও পরবর্তী সময়ে এই বাঁধ পরিদর্শনে আসা। তারা জানায় আমরা সামগ্রিক বিষয় নিয়ে আমাদের উর্দ্ধতর কতৃপক্ষের কাছে রিপোর্ট জমা দেবো, আর যদি এই আগের মতো এই জায়গা দিয়ে জল যাতায়াতের ব্যাবস্থা তথা গঙ্গার সাথে যোগাযোগ টা পুনরায় স্থাপন করা যায় সে বিষয়েও দৃষ্টি আকর্ষণ করবো। প্রতিবছর পাখিরালয়ে পাখি গণনার কাজ হয় , আর তা থেকে জানা যায় সে বছর কতো প্রজাতির আর কতো সংখ্যায় পরিযায়ী পাখির আগমন ঘটেছিলো, এদিন চলতি বছরের পাখি গননার বিষয়য়ে প্রশ্ন করলে তারা জানায় এবছর যেহেতু এখনো পর্যন্ত সে ভাবে পাখিদের দেখা মেলেনি, তবে আমরা আগামী ফেব্রুয়ারি মাসে এই পাখি গণনার কাজ শেষ করবো, আর ফেব্রুয়ারীর তৃতীয় সপ্তাহের রিপোর্ট জমা দেবো।
Gopal Biswas, Nadia- Along with all the tourist centers in the state, Chupi in Purva-Burdwan has become an important tourist center, even Chief Minister Mamata Banerjee was heard to give special importance to this Chupi as a tourist center in the past. One of the features and attractions of Chupi is that many species of migratory birds appear here in the winter season, along with many people in Chupi area also depend on fishing for their livelihood. On the whole, especially in the winter season, for a few months and even years, local boatmen and other businessmen benefit financially from this chupik and chupik aviary in various ways. As a tourist center as a whole, this Chupir, which was once appreciated as a tourist spot, is now covered in a dark cloud, especially since the beginning of this year. According to local sources, no migratory birds have been coming to this Chupir Bird Sanctuary for the past few years, losing the old traditions, memories, and results of Chupir. The traffic of tourists has also decreased much less than before. And one of the reasons for this silence is a dam in Idrakpur of Nabadwip block. A representative team of officials from six departments, including the district forest department, ADF, environment department, forest department, BDO, of East Burdwan district’s Purvasthali 2 block, came to inspect the dam in Nabadwip on Wednesday. It is known that approximately 10,000 people of Idrakpur village belonging to Mayapur-Bamunpukur No. 2 village panchayat of Nabadwip block have to depend on Nabadwip for almost all their needs, including their health, even the means of communication in this Nabadwip was boat crossing, in the past ferries used to run from Madhaipur ghat. Later, in 2016, an earthen dam was built in the vicinity of Yuva Abash, which connects Idrakpur village with Navadwip. Which is currently also known as Idrakpur Dam. It is also known through the source that everyone including the village students have been looking for a permanent solution to the communication medium for a long time. On Tuesday afternoon, ADF Somnath Chowdhury of East Burdwan district, District Environment Department official Arup Kumar Majhi, Katwa Forest Department official Shivprasad Sinha, BDO Paushali Chakraborty and many others came to inspect the dam. During the inspection, Asha officials said that due to the construction of this dam, the sailors of Purvasthali Chupi area had to face a lot of problems. They also said that before the construction of this dam, the entire area had direct communication with the Ganges, which has now been closed, as a result of which the water is often rotting. Due to rotting, foul smell is spreading in the water, as a result of which the migratory birds are not getting their food properly, as a result the chupir is losing its previous position. So, on this day first a meeting at Chupir bird sanctuary and later visit this dam. They said that we will submit a report to our higher authorities on the whole matter, and also draw attention to the fact that if the water transport system through this place and the communication with the Ganges can be re-established as before. Bird counting is done every year at Pakhirala, and from that it is known how many species and numbers of migratory birds arrived that year. On that day, when asked about the current year’s bird count, they said that since this year the birds have not been seen that way, but we will do this next February. I will complete the bird count and submit the report in the third week of February.
