কলকাতা, ১৭ ডিসেম্বর, ২০২৪: ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন, রাজ্যের কোল্ড স্টোরেজগুলির একমাত্র সক্রিয় সংস্থা, আজ কৃষক, ভোক্তা এবং সাধারণ জনগণের দৃষ্টি আকর্ষণ করার জন্য প্রেস ক্লাব, কলকাতায় একটি সাংবাদিক সম্মেলন করেছে সাম্প্রতিক সময়ে পশ্চিমবঙ্গ থেকে আলুর আন্তঃরাজ্য চলাচলে নিষেধাজ্ঞার কারণে মারাত্মক ক্ষতি হয়েছে। সাংবাদিক সম্মেলনে উপস্থিত ছিলেন: শ্রী. শুভজিত সাহা, ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর ভাইস প্রেসিডেন্ট; শ্রী পতিত পবন দে, শ্রী. গোবিন্দ কাজরিয়া, ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর প্রাক্তন প্রেসিডেন্ট; শ্রী দিলীপ চ্যাটার্জি, শ্রী. প্রদীপ লোধা, ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর জেলা কমিটির চেয়ারম্যান; শ্রী, স্বরূপ কুমার নায়েক ও মিঃ এস কে জিয়াউর রহমান, কার্যনির্বাহী কমিটির সদস্যবৃন্দ এবং সমিতির অন্যান্য বিশিষ্ট সদস্যবৃন্দ। পশ্চিমবঙ্গে, আলু উৎপাদন ঐতিহ্যগতভাবে ৬০:৪০ অনুপাতে ব্যবহার করা হয়, যার ৬০% রাজ্যের মধ্যে খরচ হয় এবং বাকি ৪০% অন্যান্য রাজ্যের সাথে ব্যবসা করা হয়। যাইহোক, কোল্ড স্টোরেজ ইউনিটগুলিতে সংরক্ষিত আলু মজুতের স্ বিষয়ে রাজ্যের সাম্প্রতিক আশঙ্কার কারণে, আলুর বিভিন্ন ধরণের ব্যবসা করা নির্বিশেষে আন্তঃ-রাজ্য চলাচলের উপর সম্পূর্ণ নিষেধাজ্ঞা জারি করা হয়েছিল।
বাংলার মধ্যে প্রাথমিকভাবে উৎপন্ন হওয়া আলুর জাতগুলি হল জ্যোতি এবং চন্দ্রমুখী, অন্যদিকে বাঁকুড়া, মেদিনীপুর, বর্ধমানের কিছু অংশ (গুসকরা ব্লক) এবং হুগলি (গোঘাট ব্লক) এর মতো এলাকায় জন্মানো অন্যান্য জাতগুলি সাধারণত প্রতিবেশী রজ্যুিে ব্যবসা র এই নিষেধাজ্ঞার ফলে এই অঞ্চলগুলিতে যথেষ্ট সমস্যা সৃষ্টি হয়েছে। বেশিরভাগ আলুর মজুত এখন কোল্ড স্টোরেজ ইউনিটে করা হচ্ছে, তবে ২০২৪ সালের ডিসেম্বরের শেষে নতুন ফসল আসার আগে অবিক্রিত আলু রয়ে যাওয়ার যথেষ্ট সম্ভাবনা রয়েছে। নতুন ফসল নষ্ট হওয়ার ঝুঁকি রয়েছে, যার ফলে কৃষক/ভাড়াদার এবং কোল্ড স্টোরেজ অপারেটর উভয়ের জন্যই উল্লেখযোগ্য আর্থিক ক্ষতি হবে।
এই উপলক্ষে পশ্িমবঙগ কল্ স্টোরেজ ্াসসযেনর স প্রেসিডেন্ট শ্রী শুভজিৎ সাহা বলেন, “আন্তঃরাজ্য আলু চলাচলে নিষেধাজ্ঞার ফলে পশ্চিমবঙ্গের কোল্ড স্টোরেজ শিল্পের অপূরণীয় ক্ষতি করছে। দক্ষিণবঙ্গের হিমাগারগুলি, বিশেষত বাঁকুড়া, মেদিনীপুর এবং বর্ধমান ও হুগলির কিছু অংশ এই সিদ্ধান্তের ফলে সম্পূর্ণ ক্ষতির সম্মুখীন হচ্ছে। বড় আলুর মজুত অব্যবহৃত অবস্থায় পড়ে থাকায় কৃষকদের, বিশেষ করে ছোট ও মাঝারি আকারের আু চাীে, র োো উপায় নই। োলড স্টোরেজ শিল্প ইতিমধ্যে কম দখলের হারের সাথে একটি চ্যালেঞ্জের সম্মুখীন হচ্ছে এবং এই সীমাবদ্ধতা সংকটকে আরও বাড়িয়ে তুলছে। যদি এই স্টকগুলি সাফ করা না হয়, তবে এটি আলু চাষীদের এবং গ্রামীণ অর্থনীতি উভয়কেই ধ্বংস করে, বিক্রয় এবং লুণ্ঠনের দিকে পরিচালিত করবে।”
তিনি আরও বলেন, “কোল্ড স্টোরেজ সিস্টেমটি আলুর স্থিতিশীল মূল্য নিশ্চিত করতে এবং ফলের অপচয় মাত গুরু্বূরণ ভূমিকা াল করে বর্তমান রিসথিি নকের জীবিকাকে হুমকির মুখে ফেলেছে, এবং যদি এই নিষেধাজ্ঞা পুনর্বিবেচনা না করা হলে, আমরা আশঙ্কা করছি যে অর্থনীতি এবং পশ্চিমবঙ্গের কৃষক উভয়ের জন্যই তা বিপর্যয়কর হবে।” পশ্চিমবঙ্গের কোল্ড স্টোরেজ শিল্প ইতিমধ্যেই ক্ষমতা ব্যবহারের সমস্যাগুলির সাথে লড়াই করছে এবং এই নিষেধাজ্ঞার কারণে পরিস্থিতি খারাপ হওয়ার সম্ভাবনা রয়েছে, বশেষ করে ক্ষিণঙ্গ ঞ্চে। কোল্ড সটোরজ অপােটর এবং কৃকরা পিস্িতর অবিলম্বে সুরাহা না হলে সম্ভাব্য আর্থিক ক্ষতির বিষয়ে গভীরভাবে উদ্বিগ্ন। পশ্চিমবঙ্গ কোল্ড স্টোরেজ অ্যাসোসিয়েশন কর্তৃপক্ষকে আলু বাণিজ্যের উপর বিধিনিষেধ পুনর্বিবেচনা করার আহ্বান জানিয়েছে, কারণ আলু চাষি, ব্যবসায়ী এবং সাধারণভাবে গ্রামীণ অর্থনীতির উপর নেতিবাচক প্রভাব ক্রমশ গুরুতর হয়ে উঠছে।
Kolkata, 17th December 2024: The West Bengal Cold Storage Association, the only active association of cold storage in the state, today held a press conference at the Press Club, Kolkata, to draw the attention of farmers, consumers, and the general public to the severe damage caused by the recent ban on the inter-state movement of potato from West Bengal. The Press meeting was attended by: Sri. Subhajit Saha, Vice President of WBCSA; Sri. Patit Paban De, Sri. Gobind Kajaria, Past Presidents of WBCSA; Sri. Dilip Chatterjee, Sri. Pradip Lodha, Chairman of District Committees of WBCSA; Sri, Swarup Kumar Nayek & SK Jiaur Rahman, Executive Committee Members and other eminent members of the Association.
In West Bengal, potato production has traditionally been consumed in a 60:40 ratio, with 60% consumed within the state and the remaining 40% traded with other states. However, due to the state’s recent apprehensions over potential shortages in potato stocks stored in cold storage units, a complete ban was imposed on the inter-state movement of potatoes, irrespective of the variety of traded potatoes. The potato varieties primarily consumed within Bengal are Jyoti and Chandramukhi, while other varieties grown in areas such as Bankura, Medinipur, parts of Bardhaman (Guskara block), and Hooghly (Goghat block) are typically traded in neighbouring states. This ban has caused a massive disruption in these regions, where large stocks of potatoes are now being held in cold storage units, threatening to go unsold before the new crop arrives at the end of December 2024. Should these stocks remain in cold storage even after the new harvest, there is a risk of spoilage, resulting in significant financial losses for farmers/hirers and cold storage operators.
On this occasion, Sri. Subhajit Saha, Vice President of the West Bengal Cold Storage Association, said, “The ban on inter-state potato movement is causing irreparable damage to the cold storage industry in West Bengal. The cold storages in South Bengal, particularly in Bankura, Medinipur, and parts of Bardhaman and Hooghly, are facing the full brunt of this decision. With large stocks of potatoes lying unused, farmers, especially small and medium-sized ones, are left with no recourse. The cold storage industry is already facing a challenge with low occupancy rates, and this restriction is further exacerbating the crisis. If these stocks are not cleared, it will lead to distress sales and spoilage, devastating both the potato growers and the rural economy.”
He further added, “The cold storage system plays a vital role in ensuring stable potato prices and minimizing the wastage of crops. The current situation threatens the livelihood of many, and unless this ban is reconsidered, we fear the consequences will be disastrous for both the economy and the farmers of West Bengal.” The cold storage industry in West Bengal has already been struggling with capacity utilization issues, and this ban has the potential to worsen the situation, particularly in the South Bengal region. Cold storage operators and farmers are deeply concerned about the potential monetary losses if the situation is not addressed immediately. The West Bengal Cold Storage Association urges the authorities to reconsider the restrictions on potato trade, as the negative impact on the potato growers, traders, and the rural economy in general is becoming increasingly severe.
