কলকাতাঃ দামোদর ভ্যালি কর্পোরেশন (ডিভিসি) এর অধীনে জল সম্পদ পরিচালনার গুরুতর প্রশাসনিক বাধা এবং পূর্ব-দৃষ্টিশক্তি অযোগ্যতার কারণে বাংলার ডিভিসি ক্যাচমেন্ট অঞ্চলের অগণিত ডেনিজেনদের বেঁচে থাকার ক্ষেত্রে বন্যার পুনরাবৃত্ত বার্ষিক হুমকি এবং মর্মান্তিক পরিণতি আমাদের আবেগকে রক্তপাত করছে। আমরা এই মহান বাঙালিদের অবিস্মরণীয় অবদানকে সালাম জানাই যারা এইি ঐতিহাসিক উদ্বেগ তৈরি করেছিল এবং তাদের স্বপ্নের সুবিধাগুলি সাধারণদের দোরগোড়ায় রক্ষা করতে এবং বহন করার জন্য এই অনিয়াসকে বহন করে। ডিভিসির লক্ষ্যটি ধীরে ধীরে বিভিন্ন খাতে খাঁটি হয়ে যায় এবং সময়ের সাথে সাথে এই দৃষ্টান্তটি প্রধানত তাপ বিদ্যুৎ উৎপাদন এবং লাভ-উপার্জনের প্রবণতার দিকে সরে যায়, পশ্চিমবঙ্গের মূল স্বার্থকে উপেক্ষা করে যা লক্ষ্যবস্তু কারণে ডিভিসি গঠন করেছিল, যা বেশ কয়েক দশক পরেও দামোদর ভ্যালি কর্পোরেশনকে অসম্পূর্ণ প্রকল্প হিসাবে অভিহিত করা হয়েছে। কিছু অজানা কারণে, দামোদর নদীর স্রোতে আটটি বাঁধ নির্মাণের প্রাথমিক প্রস্তাবটি সরিয়ে দেওয়া হয়েছে এবং বর্তমানে ডিভিসির অধীনে কেবল চারটি বাঁধই কার্যকরী। ইঞ্জিনিয়ারিং রিপোর্টগুলির বিবরণ পঞ্চাশ বছরের পঞ্চাশের কারণে সমস্ত বাঁধের জল জলাবদ্ধতা শক্তি হ্রাসের বিষয়ে কথা বলে। এমনকি 31% মূলধন স্টেকহোল্ডার এবং কোরবানি জমির পরেও বাংলা এখনও বহুবর্ষজীবী দামোদর নদীর বন্যার আক্রান্ত। পশ্চিমবঙ্গকে প্রতি বছর বিপর্যয়কর বন্যার হাত থেকে বাঁচানোর উদ্বেগের প্রধান উদ্দেশ্যকে মোকাবেলায় আরও তিনটি বাঁধ শেষ করার জন্য সেন্ট্রাল ও ঝাড়খণ্ড সরকারের অংশগ্রহণের সাথে ডিভিসির একটি পদক্ষেপের প্রত্যাশা রয়েছে, যা সমাধান না করা হলে অবশ্যই পরবর্তী দশ বছরে আরও বাড়বে।
July 23, 2025: The recurring annual threat of flood and tragic consequence in the survival of uncountable denizens of DVC catchment area in Bengal, due to severe administrative constraint and fore- vision incompetency of water resource management under the Damodar Valley Corporation (DVC), is bleeding our emotions. We salute the undiminishing contribution of these great Bengalis who created this historical concern and also carry the onus to protect and carry the benefit of their dreams to the doorsteps of commoners. The target of DVC gradually canalised into different sectors, and over time, the paradigm majorly shifted towards Thermal Power Generation and profit-making propensity, ignoring the principal interest of West Bengal that formed DVC with a targeted reason, which has been termed Damodar Valley Corporation as an incomplete project even after several decades. Due to some unknown reason, the initial proposal of constructing eight dams down the Damodar River stream has been sidelined, and at present, only four dams under DVC are functional. The details of the engineering reports speak about a drastic decrease in water catchment power of all the dams due to fifty years of siltation. Even after 31% of capital stakeholders and sacrificed land, Bengal is still a sufferer of perennial Damodar River floods.
A stride from DVC is expected with participation of Central and Jharkhand Government to complete the awaited three more dams to address the prime objective of the concern to save West Bengal from catastrophic floods every year, which will surely aggravate in the next ten years, if not addressed.
