কলকাতা, ১ জুন ২০২৬: ‘স্ত্রী শক্তি – দ্য প্যারালাল ফোর্স’ এবং ‘উইমেন লিড’ যৌথভাবে সোমবার, ১ জুন ২০২৬, বিকেল ৪টায় কলকাতার প্রেস ক্লাবে একটি সাংবাদিক সম্মেলনের আয়োজন করে। সমগ্র পশ্চিমবঙ্গে নারীদের জন্য বিনামূল্যে বাস পরিষেবা চালুর সরকারি উদ্যোগকে স্বাগত জানানো এবং এই গুরুত্বপূর্ণ সাফল্য উদযাপন করাই ছিল এই সম্মেলনের মূল উদ্দেশ্য। সংগঠন দুটির মতে, পশ্চিমবঙ্গ সরকারের অনুমোদিত এই উদ্যোগ নারীদের ক্ষমতায়ন, চলাচলের স্বাধীনতা এবং অর্থনৈতিক অন্তর্ভুক্তি নিশ্চিত করার ক্ষেত্রে একটি যুগান্তকারী পদক্ষেপ। তাঁদের অভিমত, বিনামূল্যে গণপরিবহন সুবিধা নারীদের সামাজিক ও অর্থনৈতিক অংশগ্রহণকে আরও শক্তিশালী করবে এবং দৈনন্দিন জীবনে নতুন সম্ভাবনার দ্বার উন্মোচন করবে।
এই নীতি কার্যকর হওয়ার ফলে পশ্চিমবঙ্গ ভারতের অষ্টম রাজ্য হিসেবে নারীদের জন্য বিনামূল্যে সরকারি বাসে ভ্রমণের সুবিধা প্রদানকারী রাজ্যগুলোর তালিকায় স্থান করে নিল। এ উপলক্ষে আয়োজিত অনুষ্ঠানে বিপুল সংখ্যক নারী, সমাজকর্মী এবং বিভিন্ন স্তরের সমর্থক উপস্থিত ছিলেন। তাঁরা এই উদ্যোগকে একটি যুগান্তকারী সমাজকল্যাণমূলক পদক্ষেপ হিসেবে অভিহিত করেন এবং মত প্রকাশ করেন যে, এর ইতিবাচক প্রভাব শহর ও গ্রামের অসংখ্য নারীর দৈনন্দিন জীবন, কর্মসংস্থান, শিক্ষা ও অর্থনৈতিক স্বনির্ভরতার ক্ষেত্রে গুরুত্বপূর্ণ পরিবর্তন আনবে। এই আয়োজনটি নারীদের জন্য সাশ্রয়ী ও সহজলভ্য যাতায়াত ব্যবস্থার দাবিতে বিভিন্ন নারী সংগঠন ও গোষ্ঠীর দীর্ঘদিনের আন্দোলন, প্রচারণা ও লবিং কার্যক্রমের সফল পরিণতিকেও চিহ্নিত করেছে।
এই নীতিকে একটি “যুগান্তকারী পদক্ষেপ” হিসেবে অভিহিত করে ‘স্ত্রী শক্তি – দ্য প্যারালাল ফোর্স’-এর প্রতিষ্ঠাতা রেখা মোদী বলেন, “নারীদের জন্য বিনামূল্যে বাস ভ্রমণের সুবিধা সীমিত আয়ের নারীদের যাতায়াত ব্যয়ের চাপ উল্লেখযোগ্যভাবে কমাবে, ফলে তাঁরা আরও স্বাধীনভাবে শিক্ষা, কর্মসংস্থান ও অন্যান্য প্রয়োজনীয় কাজে যাতায়াত করতে পারবেন। বর্তমানে আমাদের সমাজে নারীরা পরিবার, পেশা এবং গৃহস্থালির দায়িত্ব—এই তিন ধরনের চাপ বা ‘ত্রিমুখী বোঝা’র মুখোমুখি হন। এই বাস্তবতায় বিনামূল্যে গণপরিবহন সুবিধা তাঁদের অর্থনৈতিক ও সামাজিক ক্ষমতায়নের ক্ষেত্রে গুরুত্বপূর্ণ ভূমিকা পালন করবে। ১ জুন ২০২৬ থেকে এই উদ্যোগ বাস্তবায়নের জন্য আমরা পশ্চিমবঙ্গ সরকারকে অভিনন্দন জানাই। আমরা আশা করি, আসাম, হরিয়ানা, উত্তরপ্রদেশ, ছত্তিশগড়সহ দেশের অন্যান্য রাজ্যও শিগগিরই একই ধরনের উদ্যোগ গ্রহণ করবে। নারীদের জন্য বিনামূল্যে বাস ভ্রমণের সুবিধা চালুকারী অষ্টম রাজ্য হিসেবে পশ্চিমবঙ্গের এই পদক্ষেপ অন্যান্য রাজ্যের জন্যও একটি ইতিবাচক দৃষ্টান্ত স্থাপন করবে বলে আমাদের বিশ্বাস।”
প্রেস ক্লাব প্রাঙ্গণে (ময়দান টেন্ট, প্রেস ক্লাব পাথ, কলকাতা – ৭০০ ০৬৯) সাংবাদিক সম্মেলন শেষ হওয়ার পর নারী অংশগ্রহণকারীরা প্রেস ক্লাব চত্বর থেকেই একটি প্রতীকী বাসযাত্রায় অংশ নেন। সংগঠনের মতে, নারীদের জন্য ‘সহজলভ্য যাতায়াত ব্যবস্থার এক নতুন যুগের সূচনা’-কে প্রতীকীভাবে তুলে ধরতেই এই কর্মসূচির আয়োজন করা হয়। এই উদ্যোগটি ভারতে নারীর ক্ষমতায়নের অন্যতম প্রধান ভিত্তি হিসেবে নিরাপদ, সাশ্রয়ী ও সহজলভ্য পরিবহনের গুরুত্বকে জোরালোভাবে সামনে আনে। একই সঙ্গে এটি দেখায় যে, ধারাবাহিক জনঅভিযান ও অ্যাডভোকেসির মাধ্যমে কীভাবে দীর্ঘদিনের দাবি বাস্তব নীতিগত পরিবর্তনে রূপ নিতে পারে। বক্তারা আরও উল্লেখ করেন যে, পশ্চিমবঙ্গে এই উদ্যোগের বাস্তবায়ন মূলত এক দশকেরও বেশি সময় ধরে চলা ধারাবাহিক প্রচেষ্টা, জনসচেতনতা কার্যক্রম এবং নীতিগত দাবিরই ফলাফল, যার লক্ষ্য ছিল নারীর যাতায়াত সুবিধা ও অর্থনৈতিক স্বাধীনতাকে জননীতির আলোচনায় কেন্দ্রীয় গুরুত্বে নিয়ে আসা।
এই উদ্যোগের অর্থনৈতিক গুরুত্ব তুলে ধরে সংস্থাটি একটি গবেষণার উল্লেখ করে জানায় যে, নিম্ন আয়ের পটভূমি থেকে আগত নারীরা তাঁদের বার্ষিক ব্যক্তিগত ব্যয়ের একটি উল্লেখযোগ্য অংশ যাতায়াত এবং অনাকাঙ্ক্ষিত পরিবহন খাতে ব্যয় করেন। ‘স্ত্রী শক্তি’-এর হিসাব অনুযায়ী, বিনামূল্যে গণপরিবহন সুবিধা নারীদের বছরে প্রায় ২৪,০০০ টাকা পর্যন্ত সাশ্রয় করতে সাহায্য করতে পারে। এই সাশ্রয়িত অর্থ তাঁদের জন্য একটি গুরুত্বপূর্ণ আর্থিক স্বস্তি হিসেবে কাজ করবে, যা পরবর্তীতে স্বাস্থ্যসেবা, শিক্ষা, পুষ্টি এবং পারিবারিক কল্যাণসহ বিভিন্ন প্রয়োজনীয় খাতে ব্যয় করা সম্ভব হবে। নারীদের জন্য বিনামূল্যে বাস ভ্রমণের সুবিধা প্রদানকারী দেশের অষ্টম রাজ্য হিসেবে পশ্চিমবঙ্গ একটি ক্রমবর্ধমান আন্দোলনের অংশীদার হলো, যা নারীর অর্থনৈতিক অংশগ্রহণ, শিক্ষা, নিরাপত্তা এবং সামাজিক অন্তর্ভুক্তির ক্ষেত্রে যাতায়াত সুবিধাকে একটি মৌলিক ও অপরিহার্য মাধ্যম হিসেবে স্বীকৃতি দেয়।
Kolkata, 1st June 2026: ‘Stree Shakti – The Parallel Force’ and ‘Women Lead’ jointly organised a press conference at the Press Club, Kolkata, on Monday, 1st June 2026, at 4 pm. The main objective of the conference was to welcome the government’s initiative, Kolkata, to produce free bus services for women across West Bengal and celebrate this important achievement. According to the two organisations, this initiative approved by the West Bengal government is a groundbreaking step in ensuring women’s empowerment, freedom of movement and economic inclusion. They believe that free public transport will strengthen women’s social and economic participation and open up new possibilities in their daily lives.
With the implementation of this policy, West Bengal became the eighth state in India to provide free travel on government buses for women. A large number of women, social workers and supporters from all walks of life attended the event. They termed the initiative a groundbreaking social welfare step and expressed the view that its positive impact will bring about significant changes in the daily lives, employment, education and economic self-reliance of countless women in urban and rural areas. This event also marked the successful outcome of long-standing movements, campaigns, and lobbying activities by various women’s organisations and groups demanding affordable and accessible transportation for women.
This policy is a “groundbreaking step”, the founder of ‘Stree Shakti – The Parallel Force’, Rekha Modi, calls it. “Free bus travel for women will significantly reduce the burden of travel expenses for women with limited incomes, allowing them to travel more freely for education, employment and other essential activities.” In our society, women currently face three types of pressures or a ‘triple burden’ – family, career and household responsibilities. In this reality, free public transport will play a significant role in their economic and social empowerment,” he said. We congratulate the West Bengal government for implementing this initiative from 1st June 2026. We hope that other states in the country, including Assam, Haryana, Uttar Pradesh, and Chhattisgarh, will soon take similar initiatives. We believe that this step by West Bengal as the eighth state to introduce free bus travel for women will set a positive example for other states as well.”
After the press conference at the Press Club premises (Maidan Tent, Press Club Path, Kolkata – 700 069), the women participants took part in a symbolic bus ride from the Press Club premises. According to the organisation, the programme was organised to symbolically highlight the ‘beginning of a new era of accessible transportation’ for women. This initiative strongly highlights the importance of safe, affordable and accessible transportation as a key pillar of women’s empowerment in India. It also shows how long-standing demands can be transformed into real policy change through sustained public campaigning and advocacy. The speakers also noted that the implementation of this initiative in West Bengal is largely the result of more than a decade of sustained efforts, public awareness activities, and policy demands aimed at bringing women’s mobility and economic independence to the forefront of public policy discussions.
Highlighting the economic importance of this initiative, the organisation cited a study that found that women from low-income backgrounds spend a significant portion of their annual personal expenses on commuting and unnecessary transportation. According to Stree Shakti, free public transportation can help women save up to Tk 24,000 per year. This saving will act as a significant financial relief for them, which can then be spent on various essential sectors including healthcare, education, nutrition, and family welfare. As the eighth state in the country to provide free bus travel for women, West Bengal is part of a growing movement that recognises transportation as a fundamental and essential tool for women’s economic participation, education, safety, and social inclusion.
