কলকাতা, ১৯ ফেব্রুয়ারি, ২০২৫: পশ্চিমবঙ্গ কোল্ড স্টোরেজ অ্যাসোসিয়েশন, পশ্চিমবঙ্গের একমাত্র সক্রিয় কোল্ড স্টোরেজ অ্যাসোসিয়েশন। আজ কলকাতার স্বভূমি হেরিটেজ-এ তাদের ৬০তম বার্ষিক সাধারণ সভা অনুষ্ঠিত হয়। এই সভায় উপস্থিত ছিলেন: ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর সভাপতি শ্রী সুনীল কুমার রানা; ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর সহ-সভাপতি শ্রী শুভজিৎ সাহা; ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর প্রাক্তন সভাপতি শ্রী রাজেশ কুমার বনসল; ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর প্রাক্তন সভাপতি শ্রী পতিত পবন দে, শ্রী তরুণ কান্তি ঘোষ, শ্রী গোবিন্দ কাজরিয়া; ওয়েস্ট বেঙ্গল কোল্ড স্টোরেজ অ্যাসোসিয়েশন এর জেলা কমিটির চেয়ারম্যান শ্রী দিলীপ চ্যাটার্জী, শ্রী কৌশিক কুণ্ডু, শ্রী প্রদীপ লোধা এবং আরও অনেক বিশিষ্ট ব্যক্তিত্ব।
এই অনুষ্ঠানে, পশ্চিমবঙ্গ কোল্ড স্টোরেজ অ্যাসোসিয়েশনের সভাপতি শ্রী সুনীল কুমার রানা বলেন, “আলু চাষীদের মধ্যে যথেষ্ট উৎসাহ লক্ষ্য করা যাচ্ছে এবং চলতি মরসুমে প্রায় ৫.১০ লক্ষ হেক্টর জমিতে আলু চাষ করা হয়েছে।” তিনি চলতি মরসুমে প্রায় ১৩৫-১৪০ লক্ষ টন আলু উৎপাদনের আনুমানিক হিসেব করেছেন; পশ্চিমবঙ্গে অভ্যন্তরীণ চাহিদা ৬৫ লক্ষ টন, বাকি মজুত আলু রাজ্যের বাইরে পাঠানো প্রয়োজন। বাজারে আলুর স্থিতিশীল মূল্য এবং নিয়মিত সরবরাহ নিশ্চিত করার জন্য তিনি কর্তৃপক্ষকে অনুরোধ করেছিলেন যে আলু ছাড়ার সময় প্রতি মাসে ১২% হারে সঞ্চিত মজুদ ছেড়ে দেওয়ার জন্য একটি ব্যবস্থা তৈরি করা হোক। তিনি প্রয়োজনীয় কর্মপরিকল্পনা প্রণয়ন এবং রিয়েল টাইম ভিত্তিতে মজুদ পরিস্থিতি পর্যবেক্ষণের জন্য প্যান ইন্ডিয়া চাষ, ফসল কাটা, সংরক্ষণ এবং বিপণনের উপর বিস্তৃত তথ্য সংগ্রহ এবং বিশ্লেষণের সুপারিশ করেন।” কৃষকদের যথাযথ গ্রেডিং, নিরাময় এবং সংগ্রহ বজায় রাখার জন্য সরকারী উদ্যোগের পরামর্শ দেওয়া হয়। উপরোক্ত মানদণ্ডেরও পরামর্শ দেওয়া হয়। যেহেতু নভেম্বরের পরে সংরক্ষণের সময়কাল বাড়ানো প্রায় প্রতি বছরই সাধারণ অভিজ্ঞতা হয়ে দাঁড়িয়েছে, তাই তিনি অনুরোধ করেন যে বর্ধিত সংরক্ষণের সময়কালের জন্য অতিরিক্ত ভাড়ার পরিমাণ পর্যায়ক্রমিক ভাড়া সংশোধনের বিজ্ঞপ্তিতে অন্তর্ভুক্ত করা উচিত।
কোল্ড স্টোরেজের জন্য উপকরণ খরচ এবং মূলধনের খরচ পর্যায়ক্রমে বৃদ্ধির পরিপ্রেক্ষিতে, অন্যান্য আলু উৎপাদনকারী রাজ্যগুলির ভাড়ার সমতুল্য কোল্ড স্টোরেজ ভাড়া বাড়ানোর দাবি করা হয় যেখানে বর্তমান হার প্রতি কুইন্টাল ২৩০/- টাকা থেকে ২৭০/- টাকা করার দাবি করা হয়। তিনি উল্লেখ করেন যে দক্ষিণ ও উত্তরবঙ্গের জন্য যথাক্রমে ১৯০ এবং ১৯৪ টাকা বিশেষজ্ঞ কমিটির সুপারিশ সত্ত্বেও সরকার কোল্ড স্টোরেজ ভাড়া সংশোধন করেনি। কিন্তু গত ৪ বছর পর্যন্ত ভাড়া ১৬৮ টাকা এবং ১৭২ টাকাই রয়ে গেছে। তিনি আশঙ্কা করেন পরবর্তী মরসুমে কোল্ড স্টোরেজ পরিচালনা ব্যাহত হতে পারে কারণ দোকান মালিকরা বর্তমান ভাড়া কাঠামোর সাথে তাদের ইউনিট পরিচালনা করতে অনিচ্ছুক। এই কারণে ১৫০ টিরও বেশি কোল্ড স্টোরেজ ব্যাংকে এনপিএ। এছাড়াও, কোল্ড স্টোরেজ ভাড়া গণনা ১০০% স্টোরেজ ক্ষমতার পরিবর্তে ৮৫% স্টোরেজ ক্ষমতার ভিত্তিতে করা উচিত কারণ ১০০% ক্ষমতার ব্যবহার খুব কমই দেখা যায়।
Kolkata, 19th February 2025: West Bengal Cold Storage Association is the only active Association of Cold Storage in West Bengal. The 60th Annual General Meeting was held today at Swabhumi Heritage, Kolkata, which Sri attended. Sunil Kumar Rana, President of WBCSA; Sri. Subhajit Saha, Vice President of WBCSA; Sri. Rajesh Kumar Bansal, Ex-President of WBCSA; Sri. Patit Paban De, Sri. Tarun Kanti Ghosh, Sri. Gobind Kajaria, Past Presidents of WBCSA; Sri. Dilip Chatterjee, Sri. Kaushik Kundu, Sri. Pradip Lodha, Chairman of District Committees of WBCSA & many other eminent personalities.
On this occasion, Sri. Sunil Kumar Rana, President of West Bengal Cold Storage Association highlighted, “Considerable enthusiasm is observed among Potato growers and around 5.10 lakh hectare land has been cultivated in the current season. He estimated production of around 135-140 lakh tons of potatoes in the current season; domestic consumption in West Bengal being 65 lakh tons, the balance stock needs to be marketed outside the state. To ensure a steady price and regular supply of potatoes in the market he requested the authorities to frame a system for release of the stored stock at a uniform rate of 12% each month during the unloading period. He recommended collecting and analysing Pan India comprehensive data on cultivation, harvesting, storage & marketing for the formulation of necessary action plans and monitoring the stock situation on a real-time basis.” Govt. initiative was suggested for farmers to maintain proper grading, curing and assortment; standardization on the above was also suggested. Since the extension of the storage period beyond November has become a common experience for almost every year it was requested that the quantum of additional rent for the extended storage period need to be included in the notification for periodical rent Revision.
Because of the periodical rise in input cost and cost of capital for cold storage, demand was placed for raising cold storage rent at par with rent in other potato-producing states where the current rate is Rs. 230/- to Rs.270/- per quintal. He mentioned that cold storage rent was not revised by the Govt. despite the Expert Committee’s recommendation for the revision of cold storage rent to Rs. 190 & Rs. 194 for South & North Bengal respectively. But till the last 4 years rent is Rs. 168 & Rs. 172. He apprehended that the operation of cold storage in the ensuing season may be hampered as store owners are unwilling to operate their units with the present rent structure. For that reason, more than 150 Cold Storage is NPA in the Bank. Further, it was suggested that cold storage rent calculation should be based on 85% storage capacity instead of 100% storage capacity as utilization of 100% capacity is rarely experienced.
