মালদা :- বাম আমলের এক সময় বোমাবাজি , সংঘর্ষ ছিল নিত্যদিনের সঙ্গী। আতঙ্কে এলাকা ছেড়েছিলেন অনেকেই। যে এলাকায় গেলে লাশ হয়ে ফেরার আতঙ্ক চোখে মুখে কাজ করত মানুষের মধ্যে । আজ সেই এলাকায় সর্বত্রই ঝা চকচকে রাস্তা তৈরি হয়েছে। প্রত্যন্ত গ্রামের মধ্যেও রয়েছে সোলার সিস্টেমের পথবাতি। কালভার্ট থেকে কর্মতীর্থ, শৌচালয় থেকে শিক্ষাকেন্দ্র কি নেই ! বিভিন্ন এলাকার সার্বিক উন্নয়ণ করে সারা ফেলে দিয়েছে তৃণমূল পরিচালিত কালিয়াচক ১ পঞ্চায়েত সমিতি কর্তৃপক্ষ। সংশ্লিষ্ট পঞ্চায়েত সমিতির কাজের গুণগত মান ও উন্নয়ণ দেখে প্রশাসনের পক্ষ থেকে পুরস্কৃত করার ভাবনা চিন্তা করা হচ্ছে বলেও জানা গিয়েছে।
মালদার ভারত – বাংলাদেশ সীমান্তবর্তী সংখ্যালঘু অধ্যুষিত কালিয়াচক ১ পঞ্চায়েত সমিতির অন্তর্গত ১৪ টি গ্রাম পঞ্চায়েত রয়েছে। এমন কোন এলাকা নেই যেখানে পাকা শৌচাগারের সমস্যা রয়েছে। শিশু শিক্ষা কেন্দ্র থেকে শ্মশান, কবরস্থান সবই গড়ে তুলেছে সংশ্লিষ্ট পঞ্চায়েত কর্তৃপক্ষ। আর সবটাই সম্ভব হয়েছে মুখ্যমন্ত্রী মমতা ব্যানার্জির অনুপ্রেরণায়। বিগত দুই বছরের মধ্যে সংশ্লিষ্ট পঞ্চায়েত সমিতি কর্তৃপক্ষ প্রায় ১০০ কোটি টাকা ব্যয়ে সাধারণ মানুষের জন্য সার্বিক উন্নয়নমূলক কাজ করেছে।
কালিয়াচক ১ পঞ্চায়েত সমিতি সূত্রে জানা গিয়েছে ১৪ টি গ্রাম পঞ্চায়েত এলাকায় ১০ কিলোমিটার পাকা নিকাশী নালা তৈরি হয়েছে। ১৬ হাজার মানুষ বাংলা আবাস যোজনার সুবিধা পেয়েছেন। দুই হাজার মানুষ বার্ধক্য ভাতা পাচ্ছেন । তিনটি পরিশ্রুত পানীয় জলাধার , তিনটি কর্মতীর্থ গড়ে তোলার পাশাপাশি পথ চলতি মানুষদের জন্য কালিয়াচকের তিনটি পাকা শৌচাগার তৈরি করা হয়েছে। পাশাপাশি বিভিন্ন এলাকায় পঞ্চায়েত সমিতির পক্ষ থেকে ২১ টি স্কুল ঘরের জন্য অর্থ বরাদ্দ করা হয়েছে। ১৪ টি শিশু শিক্ষা কেন্দ্র গড়ে তোলা হয়েছে । পাশাপাশি সংখ্যালঘু এই এলাকায় কবরস্থানের সীমানা পাঁচিল এবং পরিকাঠামোগত উন্নয়ণ করা হয়েছে। বেকারদের কর্মসংস্থানের ক্ষেত্রে কুড়িটি পোলট্রি ফার্ম গড়ে তোলা হয়েছে। রেশম চাষীদের জন্য গুটির উপকরণ তৈরীর আধুনিক মেশিন প্রদান করা হয়েছে। পাশাপাশি কালিয়াচক বাস স্ট্যান্ড এলাকায় সৌন্দর্যায়ণ করা হয়েছে।
কালিয়াচক ১ পঞ্চায়েত সমিতির এখানে উন্নয়নমূলক কাজের ক্ষেত্রে বিরোধীরাও মুখে কুলুপ এঁটেছে। যদিও সংখ্যালঘু অধ্যুষিত কালিয়াচকে বিরোধীদল বলতে বাম এবং কংগ্রেস । বিজেপির কোন লেস মাত্র নেই। তবে অনেকেই বলছেন যে কাজ কালিয়াচকের অন্তর্গত সুজাপুর বিধানসভা কেন্দ্রের বিধায়কের করা উচিত ছিল , সেই কাজ সংশ্লিষ্ট পঞ্চায়েত সমিতি কর্তৃপক্ষ ধীরে ধীরে করছে। সবথেকে বড় সমস্যা ছিল পরিশ্রুত পানীয় জল এবং পাকা রাস্তা নিয়ে। যা বিভিন্ন গ্রাম পঞ্চায়েতের অধিকাংশ এলাকায় সমাধান হয়ে গিয়েছে।
Malda :- At one time of the Left period, bomb blasts and clashes were a daily companion. Many people left the area in fear. When he went to the area, the fear of returning to the body worked in the eyes of the people. Today, shiny roads have been built everywhere in that area. Even in remote villages, there are streetlights of the solar system. From culverts to karmatirtha, from toilets to education centers, is there no place of education! The entire development of various areas has been done by the Trinamool-run Kaliachak 1 Panchayat Samiti authorities. It is also learnt that the administration is considering to reward the quality and improvement of the work done by the respective panchayat samitis.
Malda has 14 gram panchayats belonging to the minority dominated Kaliachak 1 Panchayat Samiti on the Indo-Bangladesh border. There is no area where there is a problem of pucca toilets. From the children’s education centre to the cremation ground, the cemetery has all been built by the concerned panchayat authorities. And all this has been possible with the inspiration of Chief Minister Mamata Banerjee. In the last two years, the concerned panchayat samiti authorities have done all round development work for the common man at a cost of around Rs 100 crore.
Kaliachak 1 Panchayat Samiti sources said 10 km of pucca sewage drains have been constructed in 14 gram panchayat areas. 16,000 people have got the benefit of Bangla Awas Yojana. 2,000 people are getting old age allowance. Apart from setting up three purified drinking reservoirs and three karmatirthas, three pucca toilets of Kaliachak have been constructed for the people on the way. Besides, funds have been allocated for 21 school houses by the panchayat samiti in different areas. 14 children’s education centres have been set up. Besides, in this minority area, the boundary of the cemetery has been widened and infrastructure development has been done. Twenty poultry farms have been set up to provide employment to the unemployed. Modern machines have been provided for making small materials for the silk farmers. Besides, beautification has been done in the Kaliachak bus stand area.
The opposition has also been vocal about the development work done by the Kaliachak 1 Panchayat Samiti here. Though the left and the Congress call the minority dominated Kaliachak the opposition party. The BJP has no qualms. But many say that the work should have been done by the MLA of Sujapur assembly constituency under Kaliachak which is being done slowly by the panchayat samiti authorities concerned. The biggest problem was with clean drinking water and paved roads. Which has been resolved in most of the areas of different gram panchayats.
