জয়দীপ মৈত্র, দক্ষিণ দিনাজপুর: শারীরিক প্রতিবন্ধতাকে উপেক্ষা করে বিশেষভাবে সক্ষম নারী পুরুষদেরকে সরকারি সুবিধা পাইয়ে দিতে অক্লান্ত পরিশ্রম করে চলেছেন দক্ষিণ দিনাজপুর জেলার বংশীহারির যুবতি রুমানা খাতুন (৩২) । রুমানার বাড়ি বংশীহারির মহাবাড়ি পঞ্চায়েতের কাকিহার গ্রামে। তিনি নিজেই একজন জন্মগতভাবে বিশেষভাবে সক্ষম যুবতি। উচ্চতা মেরেকেটে মাত্র তিন ফুট। বাবা মোজাম আলি এবং মা ওসামায়ারা বেগমকে নিয়ে তার বসবাস। পরিবারের মাত্র এক বিঘা জমিতে চাষবাস করেই অতিকষ্টে সংসার চালান তার বাবা মোজাম আলি।রুমানা নিজ দক্ষতায় ইতিমধ্যে সারা বাংলা প্রতিবন্ধী কল্যান সমিতির দক্ষিন দিনাজপুর জেলা কমিটিতে স্থান করে নিয়েছেন। রবিবার কাকিহার গ্রামে রুমানার জরাজীর্ণ বাড়িতে গিয়ে দেখা গেল রুমানা উঠোনে বসে আছেন। সংবাদ মাধ্যম থেকে এসেছি শুনে বেশ বিস্মিত হলেন। তিনি বলেন,কি জানবেন বলুন। দেখতেই তো পাচ্ছেন আমাদের পারিবারিক অবস্থ । হ্যাঁ,আমি নিজেই জন্ম থেকেই বিশেষভাবে সক্ষম।শারীরিক এই প্রতিবন্ধক তা নিয়ে মাত্র অষ্টম শ্রেণী পর্যন্ত পড়াশুনা করেছি। আমরা খুবই গরিব।মাত্র এক বিঘা জমিতে চাষবাস করে বাবা আমাদের সংসার চালান। আমি প্রতিবন্ধী ভাতা প্রতি মাসে এক হাজার টাকা পাই। তবে সেই ভাতার টাকা সংসারে দিতে পারি না। সংগঠনের কাজে জেলার নানা প্রান্তে ঘুরতেই শেষ হয়ে যায়।সপ্তাহে পাঁচদিনই আমাকে সংগঠনের কাজে বাইরে যেতে হয়। মাসিক ভাতা ছাড়া আর কিছু পান নি, প্রশ্নে তিনি বলেন,না আর কিছু পাই নি। একটা ট্রাই সাইকেলের জন্য চেষ্টা করেছিলাম কিন্তু পাই নি। এই নিয়ে এখন আর আক্ষেপও নেই। এখন জেলার বিশেষভাবে সক্ষম ভাই বোনদের সরকারি সুযোগ সুবিধা পাইয়ে দিতে কাজ করার মাধ্যমেই নিজের তৃপ্তি খুঁজে পাই। রুমানার মা ওসামায়ারা বেগম বলেন,আমার তিন ছেলে মেয়ের মধ্যে রুমানা সবার বড়। অন্য দুই ছেলের পৃথক সংসার। আমরা খুবই গরিব।আমরা স্বামী স্ত্রী অনেক চেষ্টা করেও বার্ধক্য ভাতা কিম্বা আবাস যোজনার ঘর পাই নি। এই ভাঙ্গা বাড়িতেই প্রতিবন্ধী মেয়েকে নিয়ে অতি কষ্টে বাস করি। জন্ম থেকেই আমার মেয়ে প্রতি বন্ধী। এখনও তার বিয়ে হয় নি। আর কে আমার এই প্রতিবন্ধী মেয়েকে বিয়ে করবে। ও এখন প্রায় দিন বাড়িতেই থাকে না। বেশ কয়েক বছর আগে একাধিকবার চেষ্টা করেও তৎকালীন স্থানীয় নেতাদের ঘুঁষ দিতে না পারায় আইসিডিএসের হেল্পারের চাকরি হয় নি। এখন সমিতির কাজ নিয়েই মেয়ের সময় দিব্যি কেটে যায়। সারা বাংলা প্রতিবন্ধী কল্যান সমিতির জেলা সম্পাদক নারায়ণ মোহন্ত বলেন,রুমানা খুব কর্মঠ মেয়ে। তার পরিবার খুবই দরিদ্র । রুমানার কাজকর্মের নিরিখে তাকে জেলা কমিটির সদস্যপদ দেওয়া হয়েছে। এখন সে সংগঠনের ছেলে মেয়েদের সরকারি সুযোগ সুবিধা পাইয়ে দিতে শুধু জেলা কেন,কোলকাতা পর্যন্ত তাকে ছুটতে হয়। কি কপাল দেখুন,অনেক চেষ্টা করেও সে যেখানে একটা সরকারি তরফে ট্রাই সাইকেল পায় নি, সে কিনা এখন অপরকে সরকারি সুযোগ সুবিধা পাইয়ে দিতে অক্লান্ত পরিশ্রম করে চলেছে। পায়ের সমস্যার জন্য তার হাঁটতে খুব কষ্ট হয় জন্য নিজের টাকায় একজোড়া জুতো তৈরি করে হাঁটার কষ্ট লাঘব করেছে। রুমানা একজন ভালো কর্মী এবং অবশ্যই আমাদের সংগঠনের এক অমূল্য সম্পদ।
Joydeep Maitra, South Dinajpur: Rumana Khatun (32), a young woman from Banshihari in South Dinajpur district, is working tirelessly to provide government benefits to especially abled women and men, ignoring physical disabilities. Rumana’s home is in Kakihar village of Mahabari panchayat in Banshihari. She herself is a naturally gifted young woman. The height is only three feet in Mereket. He lives with father Mozam Ali and mother Osamaira Begum. Her father Mojam Ali is living hard by cultivating only one bigha of family land. Rumana has already got a place in the South Dinajpur District Committee of All Bengal Handicapped Welfare Association with her skills. Rumana was found sitting in the yard when she went to Rumana’s dilapidated house in Kakihar village on Sunday. He was quite surprised to hear that it came from the media. He said, tell me what you know. You can see our family situation. Yes, I myself am especially abled from birth. I only studied till 8th standard with this physical handicap. We are very poor. Father runs our family by cultivating only one bigha of land. I get disability allowance of Rs.1000 per month. But I can’t pay that allowance to the family. I ended up traveling to different parts of the district for organization work. I have to go out for organization work five days a week. He did not get anything other than the monthly allowance, he said to the question, “No, I did not get anything else.” Tried for a tri cycle but couldn’t find it. No regrets about this now. Now I find my satisfaction in working to provide government facilities to especially able brothers and sisters of the district. Rumana’s mother Osamaira Begum said, Rumana is the eldest among my three sons and daughters. The other two sons have separate families. We are very poor. We husband and wife tried hard but did not get old age allowance or housing scheme house. I live in this broken house with a disabled girl. I have been attached to my daughter since birth. He is not married yet. Who else will marry this disabled daughter of mine. He doesn’t stay at home most of the time. Several years ago, the ICDS helper did not get the job after several attempts to bribe the then local leaders. Now the daughter’s time is spent with the work of the association. Narayan Mohant, District Secretary of Sara Bangla Pratibandhi Kalyan Samiti said, Rumana is a very hardworking girl. His family is very poor. In view of Rumana’s work, she has been given the membership of the district committee. Now he has to run to district Ken, Kolkata to get government facilities for the boys and girls of that organization. Look at Kapal’s face, where he did not get a tri cycle from the government despite many efforts, he is now working tirelessly to provide government facilities to others. He made a pair of shoes with his own money, which made it difficult for him to walk due to foot problems. Rumana is a good worker and definitely an invaluable asset to our organization.
